Save the text in your publication as a Word document. If you save your publication as a Word document, the built-in converter displays a message telling you that the selected file type supports only text. The text and font formatting (font, size, style, underline, color, and effects) are preserved. Microsoft Word documents (.doc,.docx) might be used as a basis for a Microsoft Publisher document (.pub), simply by importing / opening the.doc files in Microsoft Publisher and saving it in PUB format, which essentially represents doc to pub conversion. This is pretty much the most reliable way to convert doc to pub as 3rd party apps usually have trouble with Publisher files.

There are currently very few tools, viewers, or shortcuts for opening .pub files created by Microsoft Publisher. PUB21D(described below) is a good option. LibreOffice Draw, part of the open source LibreOffice suite, is another tool that can open Publisher files.
Most of the time, it's better to convert a Publisher file to another more universal formation. There are several methods you can use to create a shareable Publisher file. PDF is always a great choice but prior to Publisher 2010, there is no built-in PDF export.
When you create a document in Microsoft Publisher or any desktop publishing program, in order for others to open and view the file they would normally have to have the same program. If they don't, there are ways you can convert your creation to a format that others can use. If you are the recipient, you'll need to get the person who created the file to save it in a format you can view.
When the content, rather than the layout, is of primary importance — and no graphics are needed — the best way to exchange information is as plain ASCII text. But when you want to include graphics and wish to preserve your layout, plain text won't do.
Use Microsoft Publisher to Create a File to Share
Previous Versions: To share Publisher 2000 (or above) files with users of Publisher 98, save the file in Pub 98 format.
Create Printable Files From Publisher Documents
Send the recipient a file that they can print to their desktop printer. They won't be able to view it onscreen but they can get a fairly accurate printout. Several methods are available although they do have their drawbacks:
Create HTML Files (Web Pages) From Publisher Files
Convert your Publisher document to an HTML File. You can then either post the files on the Web and send recipients the address to go view the files or send the HTML files to the recipient for them to view offline in their browser. If you send the files, you'll need to include all the graphics as well and make sure you set up the file so that all HTML and graphics reside in the same directory so the recipient can place them anywhere on their hard drive. Or you could take the HTML code that Publisher creates and send an HTML-format email. The exact procedure will depend on your email client and how it is received by the recipient will depend on what email client they use (and if they accept HTML-formatted email).
Create PDF Files From Publisher Documents
Convert your Publisher document to the Adobe PDF format. Since Publisher versions before Publisher 2007 have no PDF export you'll need to use another program, such as Adobe Acrobat Distiller. First, create a PostScript file then use Adobe Acrobat to create the PDF file. The recipient will be able to view the document on-screen or print it. However, the recipient must have the Adobe Acrobat Reader (it's free) installed. There is also some printer drivers and software available that allow you to create PDF files from almost any Windows application.
If you're using Publisher 2007 or 2010, save your Publisher file as a PDF from the program to send it to anyone who has software (including the free Acrobat Reader) that can open or view PDF files.
Use a PUB File If You Don't Have Microsoft Publisher
When you have a file in the native Publisher format (.pub) but don't have access to Microsoft Publisher, the options of what you can do are limited: Xps driver download.
Get a Trial Version of Publisher
You'd have to get the entire Office Suite but you could get a trial version of the latest Publisher. Use it to open and view your file.
Convert Publisher Files to Other Software Formats
It may be possible to convert a .PUB file into the native format of some other desktop publishing software. Check the import options in the software of your choice to see if it accepts .PUB files (and which version of .PUB file). A plugin for converting Publisher files to InDesign, PDF2DTP is a Markzware product. However, be aware that when using an application like PDF2DTP, some elements of your file might not convert as expected.

PDFs are often used when distributing documents so that they’re seen the same way by all parties. Because they’re designed in this way, they can be quite difficult to edit. You may want to convert your PDF to a Word document so that you can make changes to your text more easily.
Convert a PDF to a Word Document Using Acrobat DC or Acrobat Reader DC

How To Convert Microsoft Publisher To Word Doc
The full Acrobat DC has a standard version (Windows only) that runs $12.99 per month and a pro version (Windows and Mac) that runs $14.99 per month. And both require an annual commitment. Pretty overkill if all you need to do is convert a PDF to Word format once in a while. But if you already have Acrobat DC, then you should use that convert your PDFs.
Acrobat Reader DC, on the other hand is free, but you’ll need to pony up a $1.99 per month fee if you want it to be able to convert PDFs to other formats, like Word. If it’s something you need to do regularly, that fee is probably worth it because using Acrobat is the most reliable way to change your PDFs to Word documents, since it tends to maintain formatting pretty well.
We’re going to look at using the full Acrobat DC to make the conversion in our example here. If you’re using Acrobat Reader DC, the process is pretty much the same. You just won’t have quite as many formats to which you can convert. Both support Word, though.
First, open up the PDF in Acrobat. Over on the right side of the window, click the “Export PDF” command.
Next, select the “Microsoft Word” option on the left. On the right, selecting “Word Document” converts the PDF to a modern Word document in the DOCX format. Selecting “Word 97-2003 Document” converts the PDF to the older DOC format.
When you’ve made your choice, click the “Export” button.
On the next screen, choose where you want to save your new Word document.
Type a name for the document, and then click the “Save” button.
Your PDF is now saved as a Word document, so pop it open in Word and get to editing.
Convert a PDF to a Word Document Using Microsoft Word
You can also convert your PDF to a Word document using just Microsoft Word. Converting in Word often leads to style and formatting issues, so it’s not always the most reliable method. However, it certainly works well enough for simple documents or when you just need to get stuff into an editable format.
Click “File” on the Word ribbon.
In the sidebar that opens, click the “Open” button.
On the Open page, browse to wherever your PDF is stored (This PC, OneDrive, whatever).
Locate and select your PDF, and then click the “Open” button.
A warning pop ups, indicating that your new document may lose some of the formatting it had as a PDF. Don’t worry. Your original PDF will remain intact; this is just letting you know that the new Word document you’re creating from the PDF might not look exactly the same. Click the “OK” button.
Word converts the PDF and opens up your new Word document right away.
Convert a PDF to a Word Document Using Google Docs
Google Docs provides another safe and reliable way to convert your PDF to a Word document. It’s a two-step process where you first convert the file to a Google Docs document, and then convert it to a Word document—so you’ll probably lose some formatting along the way. If you have Word, you’re really better off just doing it in Word. But, this method can be useful if you don’t have Word, but need to convert a PDF to a Word document you plan to send along to someone else.
Open up your Google Drive, and then click the “New” button.
Click the “File Upload” option.
Locate your PDF file, and then click the “Open” button.
Your new file will now appear in your Google Drive.
Next, right click your file in Google Drive, click the “Open With” menu, and then click the “Google Docs” option.
Your file is now open as a Google Doc document.
Now, click the “File” menu.
